<P>PROBLEM TO BE SOLVED: To effectively impregnate a polymer electrolyte with water by avoiding possibility of deterioration of the fuel cell due to the sudden voltage reduction in flooding. <P>SOLUTION: A fuel cell stack 2 is placed in a constant temperature bath 3 for conditioning. After heating the fuel cell stack 2 up to a usual operating temperature, air humidified through a humidifier 6 and hydrogen gas humidified through a humidifier 10 are supplied to an oxidation gas inlet 2a and a fuel-gas inlet 2c respectively, and the fuel cell stack 2 generates for a prescribed time. After stopping the generation, dry purge is performed with dry air and hydrogen not through the humidifiers 6, 10 to remove waterdrops. After the dry purge, the fuel cell stack 2 is cooled to subzero temperatures, for coagulating the water in the stack to impregnate the solid high polymer with water.
