PROBLEM TO BE SOLVED: To simplify inter-beam connection, to reduce cost of beam connection and to reduce system size. SOLUTION: Connection of a communication signal between beams is performed only between a movable beam 15 and each spot beam. No connection of the communication signal is performed between spot beams. When a user wants to perform communication between a communication terminal 31 existing in an irradiation area of a spot beam 11 and a communication terminal 36 existing in an irradiation area of a spot beam 14, the movable beam 15 is moved to the irradiation area of the spot beam 14 to emit a beam. Then, the spot beam 11 is connected to the movable beam 15 to thereby communicate between the communication terminal 31 and the communication terminal 36 existing in the two different spot beams. When the communication terminal 31 existing in the spot beam 11 communicates with a communication terminal 34 existing in a spot beam 13, the movable beam 15 is superimposed upon the spot beam 13 or the spot beam 11.
