PROBLEM TO BE SOLVED: To provide a charge control method and controller capable of performing refresh charge control appropriately. SOLUTION: The charge controller of a battery comprises a charging means 5 performing refresh charging of a battery 13 with a predetermined charging voltage, a control means 23a for setting a flag indicative of refresh charging at the time of detecting a predetermined trigger signal for starting use of the battery 13, judging whether refresh charging is performed or not every time when the flag is detected and controlling the charging operation of the battery 13 by the charging means 5 based on the results of judgment, and a means 23c for storing the flag.
