PROBLEM TO BE SOLVED: To obtain a pretreating agent for hair dyeing improved in a dyeing property, levelness of dyeing and color fastness to dyed hair by using the agent before hair dyeing, and further, having extremely little damage to hair and excellent in conditioning effect on the hair. SOLUTION: This pretreating agent for hair dyeing is obtained by formulating (A) ocean deep water and/or electrolytic ocean deep water therein. The pretreating agent for hair dyeing is preferably obtained by formulating the component (A) and (B) a hydrolyzed protein derived from an animal or a plant and/or its derivative and/or (C) an amphoteric polymer therein.
