<p><P>PROBLEM TO BE SOLVED: To provide a reflecting photo-interrupter which can reduce a cost of a product and also can enhance electrostatic resistance strength. <P>SOLUTION: The reflecting photo-interrupter comprises a light emitting chip 1, a light receiving chip 2, a frame 4 on which the light emitting element and light emitting element are mounted, a light emitting side first-order mold 5a, a light receiving side first-order mold part 5b composed of a transmissive resin covering the light emitting chip 1, the light receiving chip 2 and a light emitting element mount region and a light receiving element mount region of the frame 4, and a two-order mold part 6 composed of a non-transmissive resin covering the substantially whole of the frame 4 except for a surface of the light emitting chip 1 and a surface of the light receiving chip 2.
