<P>PROBLEM TO BE SOLVED: To rapidly provide service for accurately locating the transmission position of a target radiowave at a general user's request. <P>SOLUTION: A controller 3 performs communication via communication lines with an information terminal 1 used by the user and with a plurality of direction finders 5 for finding a direction in which a radiowave of a set frequency comes, thereby locating a position from which the target radiowave of a prescribed frequency, a locating object, is transmitted. In this event, the controller 3 provides the information terminal 1 with a remote control function for remote-controlling the operation of the plurality of direction finders 5. As a coming direction in which the target radiowave of the prescribed frequency comes is located at the information terminal 1 by using the control function, the controller 3 locates the transmission position of the target radiowave based on the coming direction and on position information of the plurality of direction finders 5.
