PROBLEM TO BE SOLVED: To theoretically obtain larger energy compared with the energy obtained by using an electromagnet. SOLUTION: A positive electrode and a negative electrode are put in a dielectric. A DC voltage is applied to either of the positive electrode and the negative electrode.
