PROBLEM TO BE SOLVED: To provide a photoelectric conversion element which is made fine and can easily be manufactured, and to provide a manufacturing method of the element and a camera using the element. SOLUTION: The photoelectric conversion element 10 has a substrate 1 and a photoelectric conversion layer 2 whose energy level of a conduction band is lower than the substrate 1 and which is formed in the substrate 1.
