PROBLEM TO BE SOLVED: To solve the problem that a conventional paper cannot prevent a non-woven fabric, or a woven fabric, dust generated from the end sections of a sheet or the fiber itself from occurring because a plurality of fibers are used. SOLUTION: An expanded loosened fiber net-like sheet comprising two kinds or more of thermoplastic resins is folded and laminated, and is partially fused and integrated for this low dust generating type air-permeable sheet. Also, a mixture of at least two kinds of molten thermoplastic resins and a foaming agent is rapidly cooled right after being extruded from a T die to obtain the expanded loosened fiber net-like sheet as the manufacturing process. This manufacturing method for the low dust generating type air-permeable sheet continuously performs the manufacturing process, a process for folding and laminating the net-like sheet, and a process for partially fusing and integrating the laminated net-like sheet laminated body.
