PROBLEM TO BE SOLVED: To freely constitute an IC card and a reading system, which prevent high-secrecy information in an IC card from being read without authorization and are excellent in security, without time and trouble and increase in cost.

SOLUTION: The IC card 101 acquires equipment identification information unique to equipment (PC108) to which the IC card 101 is connected through an IC card R/W 107, and a CPU 104 compares the equipment identification information thus acquired with identification information unique to the equipment stored in a data memory 103. On the basis of the result of the comparison, access to the equipment to which the IC card is connected is controlled on the basis of a program stored in a program memory 102.
