PROBLEM TO BE SOLVED: To obtain a greening material composition using a waste, excellent in fertilizer performance and soil improving performance and free from any problem from the viewpoint of safety, and to provide a greening material using the greening material composition. SOLUTION: The greening material composition is obtained by adding an additive material selected from a lime source material, a magnesia source material, a carbonic acid source material, a sulfuric acid salt material and an alkali metal hydroxide to a waste containing 30-80 wt.% SiO<SB>2</SB>and adjusting the composition so that CaO content (as a reduced value) is 5-50 wt.% and MgO content (as a reduced value) is 1-10 wt.% and CO<SB>3</SB>content (as a reduced value) is 0.5-10 wt.% and SO<SB>4</SB>content (as a reduced value) is 1-10 wt.% and R<SB>2</SB>O content as alkali total amount is 1-10 wt.% according to addition of each additive material to provide a mixed material, adding water to the mixed material to form slurry, carrying out hydrothermal treatment of the slurry, carrying out solid-liquid separation of the treated material, adding powder having same composition as that of the greening material composition to the resultant cake in wet state to dry the cake and carrying out granulation and drying of the material.
