PROBLEM TO BE SOLVED: To provide a technology for quickly creating an offset face model to a face model for which an offset face cannot be created at a high speed by a conventional technology. SOLUTION: This three-dimensional model creation device creating the offset face offset by an offset distance from the face model is provided with a means storing the face model as a set of micro element groups. a means arranging a distance shape model positioned apart in the z-axis direction from the position on the plane by a distance from the position on the plane parallel to the xy-plane to the micro element, a distance value storage means storing a distance in the x-axis direction from the position on the plane to the nearest distance shape model, a means comparing the distance value stored in the distance value storage means with the offset distance value, and a means deciding the position on the offset face based on the comparison result by the distance value comparison means.
