PROBLEM TO BE SOLVED: To provide a control system for allowing an autonomous mobile device to acquire the mediation rule of an element action module in terms of a self organization through an interaction with an environment, so as to autonomously control its own action; and to provide a control method. SOLUTION: The control system 1 calculates the activity a<SB>i</SB>of an antibody module Ami, based on a stimulation condition and a restriction condition of the antibody i as information from the environment with respect to the antibody module Ami connected to an element action. The system 1 allows the device to autonomously act based on the element action of the antibody module Ami, which is selected in response to the activity a<SB>i</SB>. The system comprises an immunity response network 7 for automatically allowing associating the antibody module Ami with the antibody i; and a learning part 3 for changing the effectα<SB>i</SB>of the stimulation condition relative to the antibody module Ami of the antibody i, which is required for calculating the activity a<SB>i</SB>, and the effectβ<SB>ij</SB>of the restriction condition, in response to the result of the action of the device.
