PROBLEM TO BE SOLVED: To provide a cooler which can be compactly installed, provide a favorable feeling of cooling, and suppress electric power consumption. SOLUTION: The cooler 6 using a Peltier element 9 is provided with a thermistor 11 detecting a temperature of a cooling side heat sink 10 of the Peltier element 9. A cooling standby state can be provided before usage of the cooler 6 by energizing the Peltier element 9 until the temperature is a predetermined temperature or lower, and cooling the cooling side heat sink 10 when the thermistor 11 detects that the temperature is the predetermined temperature or more.
