PROBLEM TO BE SOLVED: To effectively prevent surreptitious photographing without pressing mental/physical inconvenience on an object side. SOLUTION: A photographing control apparatus 4 for controlling photographing is mounted in a small-sized electronic apparatus 1 with a camera function, a photographing starting state detection section 401 of the photographing control apparatus 4 detects whether a photographing start state in which photographing can be performed, is set or not, and an inclination detection section 402 detects an inclination of the small-sized electronic apparatus 1 with the camera function during the photographing start state. If the inclination detected by the inclination detection section 402 is a predetermined angle or more, a photographing control section 403 controls a photographing execution section 5 so as not to perform photographing, thereby preventing surreptitious photographing.
