PROBLEM TO BE SOLVED: To provide an integrated circuit design device and method and program for generating circuit data for clearly grasping a power source switch cell and a circuit cell whose power source is interrupted by this without damaging the efficiency of design. SOLUTION: The hierarchical block of a high order hierarchy whose low order hierarchy is constituted of a hierarchy block corresponding to a circuit whose power source should be interrupted corresponding to a control signal and a predetermined virtual power source switch cell to which the control signal is inputted is prepared in the description of RTL data generated by an RTL data generating part 110. Thus, a relation between the virtual power source switch cell and the hierarchy block of the same hierarchy in the description of the RTL data is grasped, so that a relation between the power source switch cell in the actual circuit and a circuit being the power source interruption object can be clearly grasped.
