PROBLEM TO BE SOLVED: To provide a thermal head and a thermal printer which can perform a normal image recording and a fine expression with fine lines or smaller dots and so forth with simple structure. SOLUTION: A heating element 31 of this thermal head 18 comprises a first electrode layer 34 which is formed on a glaze layer 33, a second electrode layer 35 which is formed at a position facing the first electrode layer 34, a first insulating layer 37, a third electrode layer 36, a heating resistor layer 38, and a protective layer 39. In this case, the first insulating layer 37 is formed on the first electrode layer 34 so that both ends of the first electrode layer 34 regarding the conveying direction of a recording paper 10 may be exposed. The third electrode layer 36 is formed on the first insulating layer 37 so that both ends of the first insulating layer 37 regarding the conveying direction may be exposed. The heating resistor layer 38 is formed over the first to third electrode layers 34 to 36. The protective layer 39 is formed to cover the whole of these layers 34 to 38.
