PROBLEM TO BE SOLVED: To further inhibit the occurrence of a noise level in a switching regulator of a frequency modulation system. SOLUTION: In a switching regulator 1 of a frequency modulation system, a voltage frequency modulation block 3 monitors the operation state of a load to which an output voltage is supplied, and controls so that the switching frequency at the point may be changed if it judges that the working condition is substantially constant. In this case, as the output voltage Vm, a voltage changing to an error voltage Verro and changing at the error voltage Verro as a center, is output instead of the error voltage Verro.
