PROBLEM TO BE SOLVED: To provide a means for preventing the magnet characteristics of a permanent magnet from lowering while controlling the occurrence of eddy current loss sufficiently. SOLUTION: The permanent magnet comprises a permanent magnet piece, and a high permeability layer having a dielectric constant 10-10<SP>5</SP>times as high as that of the permanent magnet piece and a volume resistivity 10<SP>2</SP>-10<SP>15</SP>times as high as that of the permanent magnet piece arranged on a plane parallel with a magnetic field being applied to the permanent magnet piece.
