PROBLEM TO BE SOLVED: To provide a device for monitoring an unauthorized vehicle entering the crossing which specifies the vehicle illegally entering a crossing and immediately transmits information on the vehicle including related images to a management department. SOLUTION: The device for monitoring a vehicle comprises an image pickup device 12 to pick up an image of a horizontal road surface including a rail in a crossing, a plate sectioning unit 24 to detect a number plate from the image of the vehicle from the image pickup device, a character recognition unit 26 to recognize information on the plate number from the image part at the position of the detected number plate, a crossing opening/closing detection unit 22 to determine descent of a crossing bar at the crossing, a determination unit 29 to determine illegal entry by the determination of the descent of the crossing bar and the detection of the vehicle by the plate sectioning unit, and a transmission unit 28 to transmit number information of the corresponding plate recognized by the character recognition unit and vehicle image picked up by the image pickup device to a management device if the determination unit determines the unauthorized entry.
