<P>PROBLEM TO BE SOLVED: To detect frequency deviation for a reception signal containing no known fixed pattern or a reception signal having no predetermined frequency characteristic in a receiver for detecting frequency deviation with this transmitter in a reception signal from a transmitter. <P>SOLUTION: A reception signal frequency component detecting means 1 detects the frequency component of the reception signal. Power spectrum value detecting means 2, 3 detect values about power spectrum for the frequency component. Power spectrum value threshold setting means 4, 5 set a threshold about a value concerning the power spectrum on the basis of the value about the power spectrum. A power spectrum threshold comparing means 6 compares the value about the power spectrum with the threshold to acquire the comparison result.
