PROBLEM TO BE SOLVED: To provide a calling and arrival signal control system for sharing the same line number by at least two communication terminals. SOLUTION: The calling and arrival signal control system 10 comprises a calling request receiver 101 for receiving calling request information transmitted according to the request of calling from a first communication terminal; a terminal state acquisition section 103 that specifies at least one second communication terminal for sharing the first communication terminal and the line number, based on the received calling request information and acquires the communication state; a terminal state determination section 104 for determining whether the first communication terminal can perform calling, based on the acquired communication state; and a calling response 105 for transmitting calling permission information for permitting the calling of the first communication terminal as response to the calling request, when the terminal state determination means 104 determines that calling is possible.
