PROBLEM TO BE SOLVED: To provide an organic chlorine compound treatment apparatus that causes an organic chlorine compound to react with an Na dispersed material to conduct the dechlorination and that is capable of detoxifying the organic compound in situ by making the treatment apparatus portable to carry it to the facility where the organic chlorine compound containing instrument is stored. SOLUTION: The portable organic chlorine compound treatment apparatus is designed to compactify the equipment, to reduce the consumption electric power and to enable the treatment in the storing site by storing the whole systems of the oil extraction system of the organic chlorine compound containing instrument, the mixing system to prepare the mixed solution of the organic chlorine compound, the hydrogen donor and the solvent, the reaction system to join and react the mixed solution with the Na dispersed material in a tubular reactor and the post treatment system to convert the excessive Na in a container or a trailer which can be transferred. The stirrer, the heating equipment and the large electric source installation are eliminated by using a tubular body of which the inner diameter is 1-10 mm as the reactor to react the organic chlorine compound with the Na dispersed material and joining the fluid that contains the organic chlorine compound and the fluid that contains the Na therein by allowing them to flow in from the one end of the tube.
