PROBLEM TO BE SOLVED: To provide a tape applicator which improves tape application operability by constantly applying a suitable quantity of alcohol to a reel hub, and to provide a manufacturing apparatus of a tape cartridge. SOLUTION: In a finger unit 20 constituting the tape applicator, an applying part 21 for applying the alcohol C to the reel hub 9 comprises a discharging part 23 for discharging the alcohol C and a housing part 24 for housing the excessive part of the alcohol C discharged from this discharging part 23. The housing part 24 is a recessed place formed so as to surround the discharging part 23. This configuration reduces effect of the volatilization volume of the alcohol varying depending on the operation state, the using condition, etc. of equipment, so that a proper quantity of the alcohol can constantly be held on the tip surface of the discharging part 23. Thus, the applying operation of the proper quantity of the alcohol to the reel hub 9 is carried out to secure the proper application operation of a magnetic tape 2 to improve reliability.
