PROBLEM TO BE SOLVED: To provide a radiation image conversion panel which is free from any cracks in an evaporation layer due to plasma treatment as the surface treatment of a stimulable phosphor layer after evaporation, has good X-ray resistance and makes it possible to obtain highly sensitive properties easily in a short time, and to provide a method for manufacturing the panel. SOLUTION: In the radiation image conversion panel that has a phosphor sheet where the stimulable phosphor layer is placed by a gas phase lay-up pattern and a protective layer which is placed so as to cover the surface of the stimulable phosphor layer on a support (substrate), the protective layer is formed after the plasma treatment is given to the surface of the stimulable phosphor layer.
