<P>PROBLEM TO BE SOLVED: To easily control a disclosure level of a document according to a browsing requester. <P>SOLUTION: In a document database 18, an assignment inside a specific organization is registered in association with a document. A document disclosure part 12 authorizes assignment of the browsing requester when a request for browsing of the document is requested. Then, relation between the assignment, which is registered in association with the document requested for perusal, and the authorized assignment is determined in a tree structure of the organization using the respective assignments as nodes.
