PROBLEM TO BE SOLVED: To obtain a rubber composition which gives a small deterioration ratio in breaking characteristics after aged, exhibits enhanced adhesion to metal materials, and particularly, suppressed stripping of steel cords from the rubber composition at the time of tire running and is reduced in cost. SOLUTION: The rubber composition for covering belt layer steel cords comprises 100 pts. wt. of a rubber component and, incorporated therewith, (A) 2.5-7 pts. wt. of sulfur, (B) 0.5-5 pts. wt. of a cresol resin, (C) 0.5-5 pts. wt. of a partial condensate of hexamethylol melamine pentamethyl ether and (D) a boron-containing organic acid cobalt salt, where the cobalt content in the boron-containing organic acid cobalt salt (D) is 0.05-0.1 pt. wt. based on 100 pts. wt. of the rubber component.
