PROBLEM TO BE SOLVED: To confirm safety of objective persons in response to their locations at a disaster occurrence time. SOLUTION: A safety confirmation system includes a safety confirmation server 1, and a plurality of portable telephones 3. The safety confirmation server 1 has a position information gathering unit 103 for collecting the position information of the plurality of the portable telephones 3; disaster information DB 107 for storing information showing a safety confirmation area required for safety confirmation at the disaster occurrence time; an object selecting unit 104 for selecting what is in safety confirming area among the portable telephones 3 on the basis of the information showing the position information of the collected each portable telephone 3 and the safety confirming area stored in the disaster information DB 107; and a safety information gathering unit 105 for transmitting the safety confirmation advice to the selected portable telephone 3.
