PROBLEM TO BE SOLVED: To realize the appropriate control in automatically operating an air conditioning means while recognizing the presence or absence of a user. SOLUTION: In this invention, an ID card 2 carried by the user periodically performs radio communication in response to a searching signal from a luminaire L dispersively mounted indoors, the luminaire L is lit during the communication, and a set temperature is determined in accordance with the number of users U to operate an air conditioning device A1, though in a conventional case, an apparatus side such as a heat wire sensor actively performs the detection, or the user actively informs the presence by a remote controller and the like. As the lighting and air conditioning are controlled on the basis of a signal activated from a user side in such a state that the user is not conscious of it, the control can be properly performed unconsciously, even when the user does not move.
