PROBLEM TO BE SOLVED: To guarantee the maintenance of a substantial connection relationship after an emergency call. SOLUTION: In the relay apparatus that comprises a subscriber telephone interface section connected to a subscriber telephone network, a VoIP interface section connected to a VoIP communication network and a terminal interface section for connecting a telephone terminal thereto and realizes voice communication using the telephone terminal and the subscriber telephone network or the VoIP communication network, the relay apparatus comprises a call status management section, an emergency call judgement section and a call status recovery section and maintains an emergency call status by refusing a new call setting request signal of it is delivered from one of the subscriber telephone interface section and the VoIP interface section, that is different from an emergency call originating interface section, to the telephone terminal.
