PROBLEM TO BE SOLVED: To make a system configuration small and improve security strength. SOLUTION: An encryption key storage means 1c of an access point 1 stores an encryption key list 1d having a plurality of different encryption keys. A change information transmitting means 1a regularly wirelessly transmits change information for indicating that an encryption key for encrypting communication data is changed to a terminal 2. When the means 1a wirelessly transmits the change information, an encryption key selecting means 1b selects an encryption key from the list 1d according to rules. A terminal side encryption key storage means 2c of the terminal 2 stores a terminal side encryption key list 2d same as the list 1d. A change information receiving means 2a receives the change information from the access point 1. When the change information is received by the means 2a, a terminal side encryption key selecting means 2b selects an encryption key from the list 2d, in conformity with the rules same as the rules with which the means 1b selects the encryption key.
