PROBLEM TO BE SOLVED: To provide a sliding plate of a sliding base-isolating device capable of developing stopper function to stop the excessive movement by sliding and pivoting without using a special stopper wall member even if an excessive horizontal displacement occurs and without adding impact and damage to an upper structure. SOLUTION: This sliding plate of a sliding base-isolating device comprises a trigger zone 3 with a specified coefficient of dynamic friction formed at the surface center part of a sliding plate body 2, a base-isolating zone 4 formed on the outer periphery of the trigger zone and having a coefficient of dynamic friction smaller than the coefficient of dynamic friction of the trigger zone, a brake zone 5 formed on the outer periphery of the base-isolating zone and having a coefficient of dynamic friction larger than the coefficient of dynamic friction of the base-isolating zone, and a stopper zone 6 formed on the outer periphery of the brake zone and having a coefficient of dynamic friction larger than the coefficient of dynamic friction of the brake zone.
