PROBLEM TO BE SOLVED: To provide a base isolation-seismic member and a base isolation-seismic device, capable of reducing the number of part items, by preventing excessive displacement, by flexibly absorbing swinging in both vertical horizontal directions of a building in an earthquake and a typhoon by one kind of base isolation means. SOLUTION: This base isolation-seismic member is composed of three same-shaped elastic rolling bodies 1, and holding means 2 and 3 for arranging these three elastic rolling bodies 1 in a substantially equilateral triangle shape so that the mutual axes cross on the same plane and holding these three elastic rolling bodies 1 in a state of contacting the mutual adjacent elastic rolling bodies 1 in an apex angle part of the substantially equilateral triangle shape.
