<P>PROBLEM TO BE SOLVED: To provide an opening and closing controlling device having high operation reliability in the case of an accident. <P>SOLUTION: The collision of a vehicle is detected by an air bag ECU 20, the lapse of the first time period TI from the time of detecting the collision is counted by a timer circuit 11, and the automatic opening and closing operation of an automatic door is inhibited until the first time period TI lapses. Since the sudden opening of an opening and closing body due to collision can be inhibited, the increase of safety of the crew can be attained. The lapse of the second time period T2 from the time when the collision is detected is timed by timer circuit 3, the automatic door is opened after the second time period T2 lapses to quickly rescue the craw by a rescuer when the crew is injured, and an injured crew can easily escape out of the vehicle without making any opening operation of the opening and closing body.
