PROBLEM TO BE SOLVED: To provide a protection film with a heavy thickness, a hard surface and a soft inside by converting the neighborhood of a light incident surface of a non-polymerized silicone rubber, i.e., an organic material, poured to a casting mold or coated on a solid material surface into SiO<SB>2</SB>, i.e., an inorganic material, and the inside into the silicone rubber by photo-oxidation. SOLUTION: The non-polymerized silicone rubber is irradiated with infrared ray and UV ray in an oxygen atmosphere. Thereby, only the neighborhood of the incident position with UV ray is converted into SiO<SB>2</SB>, i.e., the inorganic material and the inside is polymerized to the flexible silicone rubber.
