PROBLEM TO BE SOLVED: To provide an electrolyte for an electric double layer capacitor which has a high withstand voltage and a superior low temperature characteristic, shows high electric conductivity in a low temperature region without causing the solidification of the electrolyte and is excellent in reliability for a long time, and to provide the electric double layer capacitor formed by using the electrolyte. SOLUTION: The electrolyte for the electric double layer capacitor is obtained by dissolving tetrafluoro boric acid spiro-(1,1')-pyrrolidinium shown by a formula [1] in a mixed solvent of ethylene carbonate (EC) and sulfolane (SL), more desirably in the mixed solvent whose capacity blending ratio of EC:SL is 20:80 or 40:60.
