PROBLEM TO BE SOLVED: To solve a problem of enormous increase in a load to a network or increase in processing time when a device management server refers to a great amount of data from a device. SOLUTION: Devices 102 and 103 and the device management server 101 have databases independently of each other. A database configuration is managed by dividing it into n byte blocks. The whole data N (byte) equals to a product of multiplication of n (byte) and the number of all blocks b (piece). When a power supply is turned on, the device management server retrieves all the data from the devices to copy them to the database for the device management server. The device management server, which is required to perform data registration/deletion from a device manager, refers to the database for the device management server and decides a temporary result.
