PROBLEM TO BE SOLVED: To reduce access delay in real time while assuring the access bandwidth of each master in a data processing system in which a plurality of masters access a shared resource. SOLUTION: A resource managing apparatus has bandwidth information 120 with a plurality of slots, each having highest priority order information for mediating access conflict, and priority master information 121 for specifying a master for reducing access delay to a memory 105 that is a shared resource as a priority master in a plurality of masters 101, 102, 103 as mediation information 113. A mediation section 114 preferentially permits access to the memory 105 from the priority master by exchanging the order of the slot of the bandwidth information 120 if there is an access request from the priority master specified by the priority master information 121, when mediating access competitions while exchanging slots in the bandwidth information 120 at each prescribed mediation timing.
