PROBLEM TO BE SOLVED: To stably and precisely detect a foreign matter included in a container regardless of the kind of foreign matters, including a case that the color of the foreign matter is close to that of a content by forming an image in which the density difference of a foreign matter image from a content image is increased. SOLUTION: An illuminating light is emitted to a transparent container 1 sealing a liquid, and irregularly reflected by the surface of fine particles 9 in the content, and the advancing direction of the illuminating light reaching from the content to an imaging camera 3 through the container bottom is diffused in every direction. The light quantity distribution of the illuminating light by the unevenness of the container bottom is uniformed by this diffused light. The illuminating light is shielded by a settled deposit SD on the bottom within the container to reduce the luminance of the settled deposit in the image, resulting in an image including the liquid with a uniform high illuminance and a foreign matter with a low illuminance.
