<P>PROBLEM TO BE SOLVED: To provide an apparatus, a method and a program for generating an image capable of displaying objects to be monitored including vehicles, shops, surroundings of residences, town streets, etc., as an image viewed from an arbitrary virtual viewpoint in the three-dimensional space, so as to display to intuitively understand the relation between the vehicles, etc. and the photographed image of the object to be monitored. <P>SOLUTION: The image generation apparatus includes a distance calculation means for calculating the distance between an object model having the imaging apparatus disposed thereon, which is a model of vehicles, etc. mounting a camera, and a space model, based on either one of a viewpoint conversion image data generated by a viewpoint conversion means, a photographed image data representing the photographed image, a space model, and a mapped space data.
