PROBLEM TO BE SOLVED: To provide an instrument panel having a tear line composed of a plurality of grooves S1 to S9 along an outer margin of a lid portion 1c and showing a good developability of an air bag, and to provide a forming method and a forming apparatus capable of easily inexpensively forming the panel.

SOLUTION: A plurality of partitioning plates 31 to 31 are mounted correspondingly at positions for a plurality of grooves S1 to S9 to be formed on a movable mold 11 (a second mold). An adhesive agent is cast from an opening portion 3a preliminarily formed in the portion other than the lid portion 1c of the substrate 3 into a space X between a substrate 3 and a skin material 2, and the adhesive agent is made to flow from the clearance between the partitioning plates 31 to 31 into the space X between the substrate 3 and the skin material 2 of the lid portion 1c in the state that the partitioning plates 31 to 31 penetrate through slits 3b to 3b preliminarily formed on the substrate 3 to become contact with the reverse surface of the skin material 2.
