<P>PROBLEM TO BE SOLVED: To provide an outgoing transmission control system and an outgoing transmission control method for continuing outgoing transmission, when performing resource rearrangement control. <P>SOLUTION: A plurality of baseband resources and a call processing/maintenance processing control unit 106 are provided in the radio base station 10 of a CDMA mobile communication system, and a baseband resource signal generator 201 and an outgoing transmission state information control unit 202 are provided in each baseband resource. The outgoing transmission state information in a baseband resource A during outgoing transmission is read by an outgoing transmission state information control unit 202a. When the resource rearrangement control is performed, the outgoing transmission state information is transferred to another assignable baseband resource B, and is written by an outgoing transmission state information control unit 202b, thus maintaining original outgoing transmission by the baseband resource B.
