PROBLEM TO BE SOLVED: To prevent any useless labor from being imposed on a service engineer 115 or the like even when information lacks in an equipment monitoring system 210, and to detect a status that facility equipment 10a and 10b is not normally operated as quickly as possible.

SOLUTION: When any failure is generated in communication between a transmitting part 33 and a receiving part 43 for transmitting/receiving control information and operation information, a control information acquiring part 37 acquires control information at that point of time as control information for correction either at the restoration point of time of communication or after the restoration of communication. The transmitting part 33 transmits the control information for correction. The receiving part 43 receives the control information for correction. A deciding part 45 decides whether or not operation information is normal since the reception of the control information for correction until the change of the next control information based on the control information for correction.
