<P>PROBLEM TO BE SOLVED: To provide a desulfurizer and a desulfuriztion system both of which are suitable for subjecting a liquid fuel to thermal liquid-phase desulfurization and capable of controlling bumping and pressure fluctuations, and to provide a hydrogen manufacturing apparatus and a fuel cell system both of which can be operated more stably. <P>SOLUTION: In the desulfurizer which performs desulfurization while heating the liquid fuel by a heating medium in the presence of a desulfurizing agent, at least one desulfurizing chamber which has an area for containing the desulfurizing agent and forms the passage of the liquid fuel and a plurality of tubes which, penetrating the above area and arranged almost horizontally, forms the passage of the heating medium are equipped; and in at least one desulfurizing chamber, a liquid fuel outlet is formed above a liquid fuel supply inlet. The desulfurization system is equipped with the desulfurizer and a heat exchanger which preheats the liquid fuel supplied to the desulfurizer with the heating medium discharged from the desulfurizer and which lets the heating medium flow into the shell side and the liquid fuel into the tube side.
