PROBLEM TO BE SOLVED: To provide a method of improving video quality in design of a specific video encoding system. SOLUTION: A video encoder determines a model of computation quantity of the decoder by using any one of information to be transmitted from a decoder and information from advance knowledge, and dynamically adjusts the encoding quantity according to the model.
