PROBLEM TO BE SOLVED: To provide a reading control device of an image pickup element capable of reading sufficiently large saturation charge amount, and an image pickup device capable of obtaining a high-quality image. SOLUTION: A digital camera 100 for capturing an object light by a CCD 22 to generate an image signal is provided with an reading control device 40 for controlling reading from the CCD 22 for performing interlace reading of more than two fields which are divided into a field of reading a light-receiving signal obtained by an R sensor having the sensitivity for a red light and a light-receiving signal obtained by an B sensor having the sensitivity for a blue light. A color temperature determining section 41 forming the device 40 of the image pickup element determines a color temperature on the basis of a light-receiving signal obtained by the CCD 22. According to a determination result of the section 41, a reading order control section 42 performs reading from the R sensor first if the color temperature is low, and performs reading from the B sensor first if the color temperature is high.
