PROBLEM TO BE SOLVED: To prepare an assist map considering the rate of change of the steering reaction force. SOLUTION: In an assist map design method, the characteristic to generate the assist torque T<SB>a</SB>corresponding to the steering torque T<SB>h</SB>by an electric motor (6) is stored. The assist map design method includes a step of determining the assist map by adjusting tuning parameters a, b in the formula 1. In the formula 1, T<SB>h</SB>denotes the steering torque, T<SB>a</SB>denotes the assist torque, To denotes the output torque (= T<SB>h</SB>+T<SB>a</SB>), and a, b denote the tuning parameter.
