PROBLEM TO BE SOLVED: To provide a waste paper board which is made excellent in characteristics such as mechanical strength by increasing the density of a surface layer part while avoiding the too high density of the whole board, and a manufacturing method for the waste paper board, which can manufacture the waste paper board efficiently. SOLUTION: This waste paper board has a three-layer structure which is equipped with a core layer 1 containing wood chips and a formalin-free adhesive, and surface layers 2a and 2b arranged on both the front and back sides of the core layer 1 and containing fibrillated waste paper and a formalin-free adhesive; the density of the surface layers 2a and 2b is set to be in the range of 0.9-1.1 g/cm<SP>3</SP>; and the density of the whole board with the three-layer structure is set to be in the range of 0.6-0.9 g/cm<SP>3</SP>. The ratio of a raw material for the surface layer, wherein the formalin-free adhesive is added to the fibrillated waste paper, is set to be in the range of 40-80 wt%, preferably 50-75 wt%, of the whole board. Wood chips, which are crushed by using a crusher with an outlet screen hole diameter of 5-15 mm, are used as the wood chips for the core layer. COPYRIGHT: (C)2005,JPO&NCIPI
