PROBLEM TO BE SOLVED: To create a durable cutter where a small rake angle can be made by widening adjusting range of the rake angle, and which can easily cope with a cutter of a complicated shape. SOLUTION: (a) At a thin plate, a large number of slits (126) which are nearly orthogonal to the reciprocating direction of the cutter (102) and whose working wall surface is inclined with respect to a depth direction are formed. (b) By press-working crossing parts (130) remaining between the slits (126), ribs (130A) which extend in the longitudinal direction of the cross section parts (130) and whose blade surface sides are made to be swelling parts (144) swelled in a width direction and to the side of the blade surface (154) are formed. (c) An intermediate work member (102A) where ribs (130A) are formed in the process (b) is reduce-worked nearly like an arch with the swelling parts (144) of the ribs (130A) outside. (d) By grinding the outer peripheral surface of the arch-like intermediate work member (102B), the blade surface (154) and a blade tip (156) having the rake angle [alpha] of an acute angle are formed at the swelling parts (144).
