The device has an elementary block with a dielectric matrix and dipole layers (141, 143, 145) and intermediate layers (142, 144). Conducting holes of the layers are coated with conducting materials to interfere wave propagation. The holes have small dimensions with respect to a wavelength of a signal such that the matrix and holes form a metamaterial. Conducting blocks made of artificial dielectric metal materials are formed with the holes. Independent claims are also included for the following: (A) a method of manufacturing a device for interfering wave propagation (B) application of a method for manufacturing an antenna.
